Dr. Clarke has 25+ year's experience in renewable energy, electric utilities, energy efficiency and energy policy. He has worked in his native Barbados, as well as at Northeast Utilities in Connecticut (on client assignment from Navigant Consulting),  NSTAR Electric and Gas Company in  Massachusetts, and the Caribbean Community (CARICOM) Secretariat in Guyana and the 15 Caribbean States.  He is a former CARICOM Diplomat in the role of Project Manager of the Caribbean Renewable Energy Development Programme, CREDP and Coordinator of the CARICOM Task Force on Regional Energy Policy (2002-2008). In November 2015, he was elected to the Board of the Latin America and Caribbean Council on Renewable Energy, LAC-CORE, and he is a past Member of the Board of  the Barbados Small Business Association.  He is a Life Member of the Association of Energy Engineers (AEE) and a Member of the IEEE. His scholarly affiliation is that of Collaborator, Renewable Energy Design Laboratory, REDLab, University of Hawaii at Manoa.

Dr Clarke is an advocate for clean energy and has been an invited speaker at many international, regional and local conferences.  He has been a Conference Co-Chair of the Renewable Energy Finance Forum, Latin America and the Caribbean, REF-LAC under the auspices of the American Council of Renewable Energy, ACORE and EuroMoney.

He is a seasoned trainer in project economics for renewable energy and was retained by the World Bank to deliver seminars at their offices in Washington, DC, Jakarta, Manila and Hanoi, as well as to the Energy Research Institute, Beijing, China. He has also delivered two training workshops on Corporate Energy Management Systems (EnMS) to the Barbados Water Authority, Barbados under sub-contract to Econoler, Quebec, Canada.

Dr Clarke's consulting and volunteer work includes:

  • [Contract] Mar 2016 – present. Consultant retained by the United Nations Development Programme, UNDP Barbados and the Eastern Caribbean to advise on the development of a new franchise operating license and application procedures for the local utility under the recently proclaimed Electric Light and Power Act (ELPA) of Barbados.
  • [Teaching] Mar 2016 – present. Organiser and Trainer of a  workshop on Smart Grid Modeling and Control for Island Utilities, in collaboration with the Renewable Energy Design Laboratory, REDLab, Mechanical Engineering, University of Hawaii at Manoa.  Workshop scheduled for 06-07 June 2016, Radisson Aquatica Resort, Aquatic Gap, St Michael, Barbados.
  • [Service] Nov 2015 - present. Elected to serve on the Board of the Latin America and Caribbean Council of Renewable Energy, LAC-CORE.  LAC-CORE is a Washington DC 501 (c) 3 membership organization. 
  • [Contract] Oct 2015 – Dec 2015. Consultant retained by the International Renewable Energy Agency, IRENA, to develop a Scope of Work (SOW) that defines how IRENA will assist the Government of Barbados in the development of a Renewable Energy (RE) Roadmap.  Also developed a Terms of Reference (TOR) for an external quantitative consultant to conduct benefit costs analyses of various high RE penetration scenarios using the electric utility production cost simulation software, PLEXOS. Scenarios include consideration of a 100% RE penetration.  Scenarios also to be modeled using the top-down national energy planning software, LEAP (Long Range Energy Alternatives Planning System). Detailed data sources identified for expansion power plants, load, fuels and pricing, plus national energy balances and employment data. 
  • [Contract] Aug 2015 – present. Consultant retained by a private land owner in Barbados to advise on contract negotiations concerning their lease of land to an international developer for a 10 MW utility scale solar photovoltaic (PV) system.
  • [Honours] Apr 2015. Invited by the President of Panama and the President of the Inter-American Development Bank to attend the 2nd CEO Summit of the Americas, Panama City, Panama, 07-10 April 2015.

Selected through a worldwide solicitation for membership in the Technical Working Group (TWG)No.5 – Financial Sector Guidance – Carbon/GHG Risk Management, at the invitation of the United Nations Environmental Programme Financial Initiative (UNEP FI), the Green House Gas (GHG) Protocol and the World Resources Institute (WRI).  This evolved to publication of Carbon Asset Risk Discussion Framework by WRI/UNEP FI in September 2015.
  • [Teaching] Jan 2014 – Guest Lecturer, University of the West Indies, Faculty of Science and Technology.  Prepared and presented a lecture on “Public Policy for Renewable Energy in the Caribbean, 2014” to students in the MSc – Renewable Energy Management, Department of Physics, 27 January 2014.
  • [Service] Nov 2013 – Nov 2016. Elected to the Board of Directors of the Small Business Association of Barbados.
  • [Contract] Mar 2012 – Mar 2013 – Consultant retained by the Division of Energy and Telecommunications, Government of Barbados to advise on the reform of electric supply legislation for restructuring with the facilitation of independent power producers to interconnect to the national grid. New Bill published by the Parliament of Barbados in October 2013 for public comment, passed by Parliament in December 2013, and proclaimed by the Governor General of Barbados in April 2015. Also advised Government on the finalization of the Barbados National Sustainable Energy Policy.
  • [Contract] Mar 2012 – Dec 2012 – Consultant on sub-contract to Econoler, Quebec to conduct energy audits at the Barbados Water Authority, BWA (i.e. 10 water pumping stations, 2 sewage plants, and 2 sewage lift stations), plus deliver two training seminars (as Instructor) on energy management and energy efficiency to the BWA management and technical staff. Delivered two training workshops on Corporate Energy Management Systems, EnMS.

  • [Service] Oct 2011 – Oct 2013- Conference Co-Chair, Renewable Energy Finance Forum – Latin America and the Caribbean, (REFF-LAC 2012 and 2013), Miami Marriott.
  • [Contract] Oct 2010 – Apr 2014 – Consultant retained by the Government of Barbados to advise on the supply of solar electricity under the terms of a power purchase agreement (PPA).  Conducted site evaluations to determine the suitability for solar photovoltaic (PV) systems at 45 Government owned offices and secondary schools.
  • [Contract] March 2010 – present – Member of the Negotiating Team for the Importation of Natural Gas by a New Undersea Pipeline from Trinidad and Tobago to Barbados.  This is a Public Private Partnership (PPP) between the developer, the Governments of Barbados and Trinidad and Tobago. Also member of the costs and legal sub-committees of the Team.
  • [Teaching] 2003 – present –Trainer – Advanced RETScreen, with case studies in photovoltaics (PV), wind, hydro, combined heat and power (CHP) and biogas, Barbados.
  • [Contract] Sep 2009 – present – International Evaluation Expert retained by the Renewable Energy and Energy Efficiency Partnership, REEEP, Vienna, Austria.
  • [Teaching] Oct 2009 – Dec 2009 - Senior Trainer retained by the World Bank to prepared and present four (4) two-day hands-on training workshops in the use of RETScreen for financial, sensitivity, risk and greenhouse gas analysis of renewable energy projects (i.e. solar photovoltaics, wind, combined heat and power with biogas, and hydro).  Workshops presented to invitees of the World Bank in Jakarta - Indonesia, Hanoi - Vietnam, Manila - Philippines, and Beijing - China.  Workshops sponsored by the Energy Sector Management Assistance Programme, ESMAP and the World Bank. 
  • [Service] Sep 2009 – Jul 2010 - Intervenor in the rate proceeding of the Barbados Light and Power Company to The Fair Trading Commission, Barbados.  Recommended a pricing methodology for solar photovoltaics and wind energy under the utility’s proposed feed-in tariff programme. Proposed an alternative methodology for the computation of the utility’s weighted cost of capital that takes full cognizance of expected returns on equity in Barbados, rather than simply the returns on stock exchanges in the USA.  Recommended that the utility implements its demand side management planning (DSM) study given that the customer price elasticity of demand for electricity is zero, and that DSM is consistent with the utility’s and Government’s objectives.
  • [Teaching] Mar 2009 – Consultant retained by RETScreen and the World Bank to presented two (2) one-day workshops to staff of the World Bank on the use of RETScreen. Workshops co-sponsored and managed by the Energy Sector Management Assistance Programme, ESMAP.
  • [Contract] Jan 2009 – Apr 2009 – Consultant to the Government of Barbados. Specified and supplied 8KWp of photovoltaics (PV) panels to the Ministry of Public Works, Barbados from a supplier in California, USA.
  • [Contract] Jan 2009 – Mar 2009 – Consultant to RETScreen International. Developed a spreadsheet sizing tool for sizing grid connected PV projects for RETScreen.
  • [Contract] Sep 2008 – Dec 2008 – Consultant retained by RETScreen International of Natural Resources Canada to co-authored a training manual and toolkit on the legal aspects of clean energy projects. Manual designed to help developers and project proponents reduce transactional costs of project contracts.
  • [Contract] Sep 2008 – Dec 2008 – International Expert retained by REEEP, Vienna, Austria. Conducted post impact evaluations of two projects funded by REEEP.
